Clinic software for Islamabad and IHRA's standards
In Islamabad, private clinics are regulated by the Islamabad Healthcare Regulatory Authority (IHRA). Its standards for GP clinics were reissued in September 2025 and its dental standards in January 2026, and both are detailed about records: incidents, expiry checks, sterilisation, waste and complaints all need a paper trail.
This page summarises what IHRA publishes and shows where FindClinica keeps those records, and where it doesn't. It isn't legal advice; check ihra.gov.pk for the current rules and fees before you apply.

Registering and licensing with IHRA
IHRA was set up by the Islamabad Healthcare Regulation Act, 2018. A clinic has to register and then apply for a licence within 30 days; a provisional licence comes first and a regular licence is valid for five years. Running without a licence can be fined up to Rs 1,000,000.
IHRA's registration page describes a paper form, submitted with your CNIC, a signed declaration, copies of council registration and a bank receipt for the fee, followed by staff training, a pre-assessment and an inspection.
The fees listed on IHRA's site are Rs 10,000 for registration plus Rs 20,000 for a five-year licence for a GP or single-doctor clinic, Rs 10,000 plus Rs 25,000 for a single-chair dental clinic, and Rs 20,000 plus Rs 50,000 for a two-chair dental clinic. The table on the site matches a draft amendment from January 2025, so confirm the amount with IHRA before you pay.
What IHRA's MSDS ask you to record
IHRA's Minimum Service Delivery Standards for GP clinics have 91 indicators, and the dental MSDS add more for procedures. Here are the record-keeping ones, and how FindClinica handles each.
| IHRA's standards ask for | In FindClinica |
|---|---|
| Patient records, including consent and referrals, kept at least six months | A file per patient with dated visits; a consent tick prints on the prescription; referral letters can be photographed into the patient's gallery |
| Unique patient IDs, entries dated, timed and signed (dental) | Every patient has an ID, also printed on prescriptions as a QR code. Visits are dated and name the doctor. There is no electronic signature |
| A daily OPD register | Dated visits, and today's appointments on the home screen. There is no printed daily register as such |
| Prescription copies | Every prescription sent is kept on the patient's file with date and time |
| Incident reporting (errors, adverse drug events, needle-sticks) with root-cause analysis and corrective action | Sentinel events: incident type, description, immediate action, root cause, corrective action, status and up to five photos |
| A sentinel event list (dental) | Ten sentinel event types are built in, from wrong-tooth treatment to file breakage and nerve injury, plus Other |
| Expiry checks against stock records | Drug inventory with batch, quantity, supplier, storage place and expiry, and a list of what expires within 90 days |
| Sterilisation logs, and documented validation tests (dental) | The sterilization log records failed cycles and breakdowns with the action taken. It doesn't record routine cycles or validation tests |
| Waste contracts, manifests and logbooks | Waste disposal log with date, type, quantity and who authorised it. Keep the contract and manifests on file |
| A complaint register | Complaints QR code and register, with status and resolution notes |
| Staff records and health screening | Staff list with role, CNIC, qualification and medical fitness remarks |
From IHRA's GP MSDS (September 2025) and dental MSDS (January 2026), indicator numbers omitted.
Each FindClinica register prints as a report, which is useful at inspection time. None of this makes a clinic compliant by itself; it means the records exist, are dated, and are in one place.
Keeping on top of expiry dates
IHRA expects expiry dates to be checked against stock records. In the drug inventory you add each item once with its batch, quantity, supplier, storage place and expiry date. The Expiring tab lists what runs out within 90 days, and items can be marked as used up or disposed of, with the staff member who authorised it.

Healthcare waste in Islamabad
The rules that apply in the capital are still the federal Hospital Waste Management Rules, 2005, whose definition of a hospital includes a clinic. IHRA said in February 2026 that infectious waste management needs urgent attention and that the issue is before Parliament. Until anything changes, a logbook of what went out, when and with whom is the minimum, and the waste disposal log keeps it for you.
Complaints
IHRA has a Directorate of Complaints and an online complaint form. Complaints must be in writing with an affidavit within 60 days, and anonymous ones are not accepted. Your own complaint register is part of the standards; FindClinica's complaints QR code lets patients raise things with you directly, with a ticket number and a status you update.

Common questions
Does FindClinica make my clinic IHRA compliant?
No. Compliance depends on your premises, staff and practice. FindClinica keeps many of the records the MSDS asks for, and the table above is honest about the gaps, such as sterilisation validation tests and electronic signatures.
Can I attach photos to an incident report?
Yes, up to five photos per sentinel event, taken with the camera or picked from the gallery.
Can more than one dentist use it?
Yes. Each visit, payment and appointment notes which doctor it belongs to. More for clinics with several doctors.
